A historic commitment needs a system built to deliver it.
The integrated partner to build the Black voter program.
Spero Studio is a fully integrated, 100% Black-woman-owned communications agency founded in 2017 for the moments where politics, culture, and power meet. Strategy, creative, web, paid media, and optimization live under one roof, year-round. Fourteen Reed Award wins and finalist recognitions show the work holds up.

From $25M commitment to statewide Black turnout — here's how we get there.
Our proposed plan doesn't require the full $25M to prove its worth — or to look like it. Our Harris County pilot runs on $5.05M, delivering 200M+ estimated impressions, 6–7× weekly frequency per voter, and over $200K in added value built in. Talarico for Texas can demonstrate a credible, high-visibility program at a fraction of the announced commitment — then scale the remaining investment once the model is proven, not before – and while fundraising catches up. This budget efficiency results from field and digital stopping separate work so that systems start speaking to reach Black voters.
Every door knock should work twice.
When an organizer knocks on a door, that conversation should shape what that voter sees online for weeks after. That's the whole idea: digital doesn't run next to field, it runs because of field. Every week, we take what canvassers are hearing and use it to decide where the ad dollars go, what the ads say, and who needs to see them again.
A door knock that doesn't convert on the spot isn't wasted — it becomes a targeted follow-up ad instead. Field and digital work off the same weekly data, so neither one is guessing, which leads directly to the two voter groups.
Black voters in Texas are the path to statewide scale.
Our work and the data tells us that a statewide path runs through sustained engagement with Black voters. Harris County offers the clearest place to begin, learn, and build a model ready for statewide scale.
The largest Black electorate in the country — and the cost of under-engaging it climbs every cycle.
More than doubled — with Black male turnout already trailing Black women. These are persuadable, under-engaged voters.
A focused pilot generates real data and real creative before anyone commits the full $25M statewide.
Different voters need different kinds of engagement.
Once field and digital are working off the same data, the next question is who to target and how. Not every voter needs the same push. High-propensity voters need reasons to go further. Lower-propensity voters need a reason to look up. The program is built around that split. Flip each card to see how.
We convert engagement into infrastructure.
Frequent voters don't need to be told the stakes — they need a next step. We move them from voter to participant to organizer, using policy fluency and messenger credibility as the mechanism, not the message.
Tap ✱ see the approach ↻Modeled participation, not persuasion.
Policy-forward creative delivered by recognizable, trusted voices — routed to action-built landing pages: issue explainers, volunteer capture, relational organizing tools. This tier isn't being persuaded. It's being activated.
Voters become volunteers. Volunteers become organizers. ↻
We build persuasion around what's already true for them.
Less-frequent voters aren't undecided out of apathy — they're triaging what deserves their attention. We meet them inside that calculus: familiar messengers, real stakes, content built for how they actually consume media, not how campaigns wish they did.
Tap ✱ see the approach ↻Emotional relevance, engineered for reach.
Persuasion built around grocery costs, bills, and safety — delivered by non-political, culturally trusted messengers, at 6–7× weekly frequency across streaming, social, and live sports on ESPN. Built to be felt before it's parsed as political.
Made to move people. ↻
Media buys reach. Messengers buy belief. We build both into the same system, so the second isn't left to chance.
One operating system for field, creative, media, and action.
This is the delivery system: an integrated field-data, creative, and media engine where every door knock makes the media smarter — and every ad makes the field program stronger.
One weekly command center.
Canvass results — contact rates, ID'd support, issue response — update on a weekly cadence and directly steer where media dollars go next, which creative runs, and which universes get priority. The investment stops guessing.
Voter-level audience design.
Where the data supports it, voters contacted at the door are followed by matched digital ads reinforcing the same message — turning a single knock into a multi-touch program instead of a one-time contact.
A virtual door knock that can scale.
Most people won't answer the door; fewer still will talk. Paid digital fills that gap more meaningfully than a flyer — and when Houston weather stops canvassers on foot, the virtual door knock picks up the slack.
A path from voter to organizer.
Most programs stop at "confirmed supporter" and keep advertising to them. We do the opposite: hand supporters a relational organizing toolkit — shareable videos, registration links, how-to-vote cards, prewritten messages — plus a lightweight way to reach the people they already know, and report back.
Peer-to-peer is the channel almost every program leaves unbuilt — and the one we've already tooled. Supporters carry the message into networks no budget can buy — to the cousin, the coworker, the church member who will never answer a door or click an ad. Texas ends the cycle with an organizing network it keeps — for 2028 and beyond.
A Harris County pilot designed to prove statewide scale.
This working plan begins with a $5,051,000 persuasion program and a clear accounting of every placement, audience, and dollar. The architecture is flexible: timing, channel mix, audience size, and spend can scale up or rebalance as campaign needs and field learning evolve.
Each audience has a distinct job to do.
A flexible media plan—ready to scale and rebalance.
This is a working allocation. Spend, timing, audience size, and channel weights can be adjusted to campaign priorities without rebuilding the program.

Trusted messengers turn paid reach into participation.
Message and messenger work together. Our creative begins with lived experience: the cost of food, the bills, and the block. It sounds like a conversation at the kitchen table, with trusted voices giving each message the cultural fluency to travel.
Faith leaders.
Texas' most trusted faith voices — already inside the community, already believed. Messaging delivered as fellowship, not politics.
HBCU networks.
Alumni networks across Texas' HBCUs — organized pride, multi-generational reach, and receipts in every family.
Radio & drive-time.
The DJs and hosts Black Texas already rides to work with. Radio's trust, extended into streaming audio and digital.
Micro-influencers & UGC.
Real people over stock footage, every time. Creator content sized to be believed — and syndicated through paid to scale what works.
Local cultural figures.
The promoters, coaches, and community names who move their own crowd. Trusted messengers in their own cultural sphere.
Live sports.
ESPN buys around the games Texas won't miss — because showing up where the culture already is beats asking it to come to you.
Every ad leads somewhere useful: a landing page that informs, a volunteer form, or a relational sign-up. Frequent voters receive policy and a clear role. Less-frequent voters receive culturally fluent creative grounded in everyday life and real emotion.

Spero has already built and proven this model.
Every claim in this proposal comes stapled to a record. We have already tested digital as a genuine, measurable contact point in places where the case was hardest to prove.
Mobile, AL proved digital could become a real contact point.
A racially polarized mayoral race, limited field capacity, and a 4-to-1 spending disadvantage. We treated paid digital as a virtual door knock: every ad drove a specific, trackable action — check your registration, confirm your polling place — with creative built to feel like a conversation, not an ad.
Black turnout rose roughly 60% over the prior cycle (~12,000 → ~20,000). Overall Democratic turnout climbed from 13,582 to 23,715. A 62.5-point blowout loss became a 3-point runoff loss. What we're proposing for Texas adds the infrastructure Mobile didn't have: a live feedback loop steering media off canvass results in real time.
Three of the cards below come from one engagement: the DCCC's Black Voter Engagement Program, where we ran the Black voter work across six battleground districts and produced every ad in-house.
First-of-its-kind national Black engagement creator program — iHeartMedia + Charlamagne tha God, 1M+ on-air and 2.7M YouTube impressions.
